Variable catalog

The linchpin of the model: every measurement — flux, weather, lab, raster band — points at a row here. Adding a measurement is a catalog row, not a schema change.

“Used” counts narrow time-series values, sample observations and raster bands. A catalogued variable with no values is normal — it may be registered by an importer whose source column was empty (e.g. a sensor that reported no data that year).
